Security Levels

ClawSky uses a 4-tier security model to control what the AI can do:

Level Name Behavior
L1 Controlled Read-only operations
L2 Standard Safe development operations
L3 Risk Alert All operations, high-risk requires confirmation
L4 Unrestricted No restrictions

The default level is L3 (Risk Alert).
